This research strand examines the role of EU accession conditionality in shaping constitutional reform, using North Macedonia as a case study. The research is carried out by Dr. Marko Milenkovic, Prof Justin O. Frosini, and Angelina Cvetkovska, CCSDD-affiliated researcher, and is developed in 2023 within the framework of the Sir Richard May Balkan Program (RMBP). Focusing on North Macedonia's disputes with Greece and Bulgaria, the research analyses how questions of identity, language, and historical interpretation have become embedded in the EU accession process. Particular attention is given to the Prespa Agreement (2018), which led to constitutional amendments and the country name change, as well as to ongoing conditionalities related to the recognition of minorities and competing historical narratives in the dispute between Bulgaria and North Macedonia. The project builds on the concept of culturalised conditionality (developed by Milos Milenkovic and Marko Milenkovic) to explain how bilateral disputes over heritage and identity are incorporated into accession negotiations, requiring candidate countries to make concessions beyond standard EU criteria. In doing so, it highlights the broader implications of such practices for constitutional development, democratic governance, and the EU enlargement process.
